Phnom Penh, October 6, 2025 – Cambodia has achieved significant progress in establishing a comprehensive food control system for its fisheries sector, positioning the kingdom for expanded international trade opportunities and enhanced market access, according to a joint announcement released this week.

EU-Funded Initiative Transforms Cambodia’s Fisheries Industry

The CAPFISH-Capture: Post-harvest Fisheries Development project, set to conclude in December 2025, has successfully implemented international food safety standards across Cambodia’s fisheries sector. The initiative, funded by the European Union and implemented through collaboration between the Fisheries Administration (FiA) of the Ministry of Agriculture, Forestry, and Fisheries and the United Nations Industrial Development Organization (UNIDO), represents a milestone for Cambodia’s market entry capabilities in the global seafood trade.

Key Achievements and Industry Impact

The project has delivered tangible results that strengthen Cambodia’s position in international markets:

Quality Certification Success: Twenty-two Cambodian enterprises have been awarded the Cambodia Quality Seal certification, significantly enhancing their credibility in both domestic and international markets. This certification demonstrates adherence to rigorous quality standards essential for competing in global seafood markets.

Digital Traceability Implementation: Nine enterprises have successfully adopted the CamTrace digital traceability tool, ensuring full compliance with international tracking standards. This technological advancement addresses critical requirements for market access to countries with stringent food safety regulations.

“This project goes beyond reports and certifications; it represents a legacy of change and a symbol of hope for a more prosperous future in our fisheries sector,” stated Poum Sotha, Director General of the Fisheries Administration.

Legal Framework Modernization

Cambodia’s commitment to sustainable fisheries management has been reinforced through legislative reform. The new Fisheries Law, which became effective in June 2025, establishes stronger safeguards for sustainable fishing practices while protecting marine resources. This legal framework aligns Cambodia’s fisheries sector with international best practices and environmental standards.

Preparing for EU Market Access

The fisheries sector is currently preparing for the critical 2026 DG SANTE audit, a pivotal assessment that will determine Cambodia’s listing for direct exports to the European Union. Successful completion of this audit will unlock substantial market opportunities for Cambodian low-risk fisheries products.

“Successfully passing this audit will unlock new market opportunities for low-risk fisheries products and solidify Cambodia’s reputation as a trusted supplier of high-quality fish products,” emphasized Koen Everaert, Acting Head of Cooperation at the EU Delegation to Cambodia.

Regional Cooperation and Market Expansion

The Fisheries Administration is actively pursuing a memorandum of understanding with other ASEAN member states to enhance regional trade cooperation. This strategic initiative aims to facilitate smoother trade flows and create synergies within the Southeast Asian fisheries market.

Building a Competitive Future

Sok Narin, UNIDO Country Representative, reaffirmed the organization’s commitment to supporting Cambodia’s fisheries sector development. “Together, we are building a resilient fisheries sector that can thrive in a competitive global marketplace,” he stated.

Implications for Cambodia Market Entry

The advancements in Cambodia’s fisheries sector demonstrate the kingdom’s increasing competitiveness in international markets. For businesses considering market entry into Cambodia or partnerships with Cambodian fisheries enterprises, these developments signal:

  • Enhanced Quality Standards: Enterprises now operate under internationally recognized quality assurance systems
  • Improved Traceability: Digital tracking systems ensure product integrity from catch to consumer
  • Regulatory Compliance: Modern legal framework supports sustainable and compliant business operations
  • Market Access Opportunities: Pending EU certification opens doors to premium markets
  • Regional Integration: Growing cooperation with ASEAN partners creates broader trade networks

As Cambodia continues strengthening its food control infrastructure, the fisheries sector exemplifies the kingdom’s commitment to meeting global standards while fostering local economic growth. These developments position Cambodia as an increasingly attractive destination for seafood trade and investment.
